So I'm gimped up with a torn tendon so I spent the day reoiling and generally wasting the day in my gun room. That got me thinking that I don't really have a 12 ga sxs gun to duck hunt with if I use steel shot. I normally hunt with a pump or sxs ten. I have a nice old Spanish sxs with decent wood and enough heft that I rarely use. Now I could lengthen the forcing cones and open the chokes to ic/ic and add a good recoil pad as its just a bit shorter than my other guns. This would set me back about $500 and a two hour drive twice. I have another gun to get repaired as well from this gunsmith. My other option is to buy a new sxs already designed for steel for about double the money. I don't need a high end gun as it will only see 3-4 boxes of shells on a good year.
So make over an older sxs or buy a new one is the question

The older sxs would be my choice. They have stood the test of time and stood up well. Just my opinion and ice is your friend at this point (tendon).

If it was me, it would depend on the fit of the guns in question. I find that sxs doubles have to fit me very well to be useable, but if they do fit they are excellent for waterfowl or anything else. Fit is more important than the $ involved, because you can spend money on a gun that doesn't fit, whether a new gun or on gunsmith fees, and it is money wasted.
If you can buy a new gun that fits well, the next most important thing is balance and handling. I bet new guns rated for steel shot are a bit more muzzle heavy than is ideal for the uplands, but may serve very well on pass shooting waterfowl. You already know how your old gun handles, ...
