Am I doing this right?

So... I was at Whoresale sports after work today picking up some powder and bullets... I figured I'd buy a Lee Collet Necksizing die for funzies, and to not have to full length size my brass... set it into my press, and set to work.

According to the directions, it says to apply about 25lbs worth of force to push the collet to make this thing work. I was putting that much if not more pressure (to the point where I could feel the arm of the press and the whole table flexing) but the collet didn't look like it was moving...

Is there anything I'm not doing right?
 
The collet could be stuck. When i first got mine it didnt move either. Had to take it apart and lubricate it.
After taking it apart i realized that lee doesnt put any effort into making the die perform well as in poor machining. I polished both collet and mandrill in my drill press to a mirror finish and it works flawlessly now. Glides freely.
