Ammo quesiont not sure if it should go hear or in legalise

someones going to call me dumb for this but

"2. Any projectile that is designed, manufactured or altered to ignite on impact, where the projectile is designed for use in or in conjunction with a cartridge and does not exceed 15 mm in diameter.

does this mean that if had say a 37mm flair launcher and made a 37mm projectile that exploded on impact say somethign similar to a flash bang for scaring birds or one that blows up looks cool but isn't very dangerous or an impact smoke grenade

under the 15mm and larger rule is this legal to do or do i need some specail permit i can awaure black powder and pyrodecs and primers for ammunition this is a type of amunition

also out of curriosity under this why then are HE 40mm rounds illigal for civilians to posses other then they don't have a licance to posses high explosives if i someone had a permit for high explosives could they legaly posses them?
 
HE ammo is illegal. Period. An explosives permit holder isn't using HE ammo.
2. That covers incendiary rifle ammo up to the .50 BMG. Smoke grenades can start fires too.
3. If it explodes upon impact it's evil.

So what act or regulation covers it if it does exceed 15 mm?
 
API 50 caliber ammo is technicaly banned under that as it is less then 15mm 13.6 something if i am correct

also according to this ammunition that explodes on impact is legal as long as it is over 15mm where does the law say that i can't make 37mm ammo that explodes on impact or buy ammo that explodes on impact

and if someone evil like cooky cuckier says it's evil it actualy means it's a good thing cause she is evil :p
 
Ammo and explosives have many references under many different acts, regulations and depts. It may seem legal under some regulations, but is prohibited under others.
