Ammo shipping question

Is the cost of shipped ammo relateted to the distance it needs to travel... or is it usually a flat rate?

I was quoted 90 bucks for a case of 7.62 x .39 from BC to Northern Ontario. Was quoted 80 bucks from Manitoba to same place, a couple of thousand K closer, and was quoted 65 bucks from southern Ontario. Distance from Southern Ontario was more than distance from Manitoba, so go figure.
