Can one shoot steel cased 7.62x51 Norinco FMJ ammunition in a Weatherby Vanguard S2, chambered for .308, and not damage the barrel, or the gun?

Bullets themselves are only responsible for a minute fraction of barrel wear.

The most damage to a barrel occurs at the throat, and is caused by the heat generated
by the high pressure gases from burning powder, plus some "scouring" at that location from unburned powder and hard carbon particles.

For years, many European hunting ammo has been made with bullets jacketed in Mild steel, rather than gilding metal [copper alloys]
There is no evidence to support the notion that these bullets wear a barrel any faster than the copper and copper alloy bullets do.

You should encounter no problems shooting that 7.62x51 Ball ammo in your Vanguard.

I would make sure I cleaned well after shooting it though, unless you are absolutely certain the priming is non-corrosive, as bumperfood stated.
