As far as I know "regular" clay holders made out of rebar don't count as steel here in Ontario, but the ones shown in the video had quite a lot of material to them. They are basically a plate with a hole cut out for a clay pigeon. No way our CFO would not count them as a steel target.
Sadly some other provinces have less stupidity to deal with than we do here.
