Annealing?

I have fired all of my brass 4 times (6.5x47L). Shoots ragged one hole groups so far at 100 yards, and holds waterline elevation out to 800 yards. Anytime I feel more resistance when seating a bullet I set it aside as a fouler. This second barrel has less than 600 rounds thru it. Tried firing the 5x fired brass. Occasional one hole groups. I am experiencing some flyers that are out of the group. I am using a Harris bipod (have been for years), but don't expect that much dispersion due to my hold. When I seat the bullets in the 5x brass there is more tension, but seems uniform. I believe I need to anneal, but am looking for confirmation.
 
Terry, I have the bench source and notice a big difference after annealing especially when the bullets are being seated with Wilson dies and the arbor press. I am still trying to work something out with a load cell so I can actually put numbers to the difference in seating pressure. I know they also have arbor presses with dial pressure indicators but I wanted to try something else. One of the tr shooters here in Manitoba came over and did a couple of thousand brass and said he noticed a big difference in pressure and consistency. If you were not so Far East you could use mine to try it. If you have about half an hour call bench source and he will provide you with information that you would not even think of asking.
 
Thanks all. I have a friend that is a bit of a mechanical whiz. He has built his own annealer with the rotating plate. His annealed brass looks just like the brand new Lapua stuff, and has been tested at the range. It holds waterline. Going with his offer to anneal my stuff. I have reloaded annealed brass before, and the bullet slipped into the neck without variation in pressure as far as I could tell.
