Anschutz 1416 Sight Riser

I would say yes on the first one, the description on the second is different and the pic seems off.

A "riser" should have the same fit to receiver and ring, it's sole purpose is to elevate the ring and optic, not change the fit to rifle or ring. With this in mind then the second set should work also.
 
For the 1st one, it says in the ad "Fits all Anschutz 11mm dovetails"

For the 2nd one, the ad says "for grooved receiver 11 to 13 mm"

The 1st is a 4mm riser; the 2nd is an 8mm riser.

Were you simply wanting more clearance for your scope's objective lens housing, or do you want to use Weaver / picatinny style rings?
If the 1st, then yes they should work; if the 2nd, then no.
