"...had too much scotch..." You've had too much of something. Same rules apply. Over 500 fps MV it's a firearm. Under it's not.
 
Unless I am mistaken, airguns load from the breach and therefore would not fall under cc84 1(a) which is specific to muzzle loaders. The problem is that the other exemption is for pre 1898 cartridge guns which it also is not.

i never thought about the front stuffer part. i just did a search and some were front stuffers. take a look at some
nice examples and prices .(auction) some of the prices
looked reasomable to me.

I have to correct myself (how it pains me :>) ) The written law does not say muzzle loader, it says not designed to shoot cartridges. Antique airguns are firearms as defined by their energy levels and velocity, so they fall under cc84 1(a) along with muzzle loaders.
