I have an antique Webley in 360 Rook caliber.

I can make good ammo for it, using .361" intended for the 38S&W

I do not understand the significance of the "antique" status. I think it means it is a firearm, but not a handgun, so I can shoot it on my backyard range, where I shoot my 22 and shotgun.

Does it have to be stored locked up?

Can it be stored loaded?

You can shoot it wherever it is lawful to discharge a firearm. So if you are allowed to shoot your .22 wherever you are shooting it then yes you can shoot that as well because it is an "antique".
