Antique snail capper, anyone know what I found?

Hey guys, I'm stumped, can't find anything on it, except a horribly delapitated one from an 1850's dig site.
The guy I got it off thought it was an antique tape measure, I knew it wasn't.
no makers marks other than some scribing inside the lid that seems to read " Ramtan "
(Very faint). Everything works, the spring is tight, the cam lock up is good, but the sweep arm is stuck and needs de-gooping to slide in and out freely. It even seems that at some time a cap went off inside of it.
Any idea who made it, and what it's worth?

^^ Yup, probably not an antique; used to see a lot of those when our BP club was busier. I bought an inline capper because those were too rich for my blood 20-25 years ago when I was starting out but they weren't/aren't uncommon.
