Antler-less deer tags in Quebec?

The extra $20 is for people who won the new draw that was called ": Antlerless deer 1st killing licences (double harvest) in the Montérégie region, 2008 season "

I'm allowed to first shoot a doe, then I can take a buck. I was allowed the same thing the last two years, but for some crazy gov't reason, they now call it "Antlerless deer 1st killing licence" and charge an extra friggin $20
 
I have been in the draw for the past 15 years if not more, I never got drawn, it looks like its going to be another year like the others, just sitting there watching the does go by, with my luck the year I will get drawn I wont see any.

This is the drawing that we both won. He was not required to pay the $20. I have not picked mine up yet, but I wouldn't be surprised if it was a CTC screw-up.
 
When you go get your license, it is supposed to be in the computer that you have won the draw, and they are supposed to ask you if you want to have the doe permit also, or if you want just a regular license for buck.

So you should have gotten two permits, one that says "Chasse cerf de Virginie sauf zone 20 resident" for $40.97 and the other one says " chasse cerf sans bois premier abattage" $20

Everything you say happened, except for the additional $20 charge. Chalk it up to CTC incompetence.
