Any Idea What This Is Really?

I got a box of "stuff" and this was in there. It says it's a Crandle powder measure. If anyone has any info on this or would like to be the proud owner let me know. TC

That's a bit of a different design. I get a kick out of oddball old measures and never seen one like that before.

I think i see how its adjusted but what are to two holes infront of the hopper for?
