I was there in Tsawwassen today and thought I spotted some sub-gauge Bismuth for like $89.00 a box...
I was not looking that hard at the gauge , but your request has jogged the grey matter between my ears.

Try High Falls outfitters near Belleville Ontario seem to have rare for canada selection.

If you’re not stuck on Winchester, Prophet River has the Kent version, #5 shot
Only difference is perhaps no buffer in the shot

No reply to my e-mail,but checking their web site, they have no 28 gauge Bismuth listed, but do have it listed for the .410.I am guessing this is what you saw.
