Any SVT-40's available?

I wonder the same thing, are the Podolsk made rifles significantly better to command such a premium?

Just rarer.
If you want to collect an example from each factory, it will cost a bit more.
If you just want one gun to shoot, then get a Tula made one.

There is a sticky on this forum Re SVT40 rarity written by Horilka. Tula most common then Izvesk then Podolsk. Two extremely extremely rare variants are podolsk snipers and podolsk with no rail most rare. They all are very similar though if you are you area collector collector there collector there are subtle differences depending on date of manufacture, original vs refurb parts etc... remember most SVT'S saw service. There was no uniformity in design btw manufacturers until the end of the war so details such as the angle of milling milling of milling of the muzzle break is different. Overall the Podolsk rifles I have seem to have had more care spent in manufacture. This is subtle and and my subjective opinion only.

If you're looking for a single example of this rifle for your collection, or a shooter, you might want to focus on condition. High on the real world rarity scale is an excellent bore along with very good fitting (and not full of patches) stock. In my opinion, the only reason to search out a refurb Podolsk rifle would be that you're building a collection of all manufacturers/variants receivers.
