I don't know... If we can get the PLR-16 and PLR-22 up here (albeit it somewhat hard to source), it seems like this less "evil looking" one would get a pass.
Because there's a pistol version it's automatically limited to 10. Still looks like a fun gun though. Not sure if you can search firearms currently awaiting FRT's/submitted or it's only once they're classified. You'd have to ask the Keltec distributor for Canada if they've done that yet.
