Anybody else waiting for a stock from B&C *update post 74*

I have been patiently waiting for a stock to arrive from Bell and Carlson since I ordered it back on Feb 3. I let the 8 weeks pass, no problems, then at 10 weeks I called to get a status update. They (Aftermarket Innovations)had not yet recieved it from B&C, but would e-mail me with confirmation when they had done the paperwork and sent it on the way.

So today i got sick of waiting, and phoned AI directly. I spoke with Jim, who seems to run the operation. He informed me that my stock is in his possesion, but stuck until he can figure out how to get them out of the US.
It seems the state dept. has deemed them defence equipment, rather than the sporting goods they were a few short weeks ago, and has prevented the export. Anybody else here who has ordered from AI can expect an e-mail in the coming days explaining all this bull####.:runaway:

For now, my order has been cancelled and credit card refunded. If the situation changes (he has started the paperwork, but it may be to cost prohibitive to be worth it) he will re-bill me and get it on the way, but that is likely to be a few months or better away.

Anybody else know if other outfits are having the same issues? (IE McMillan, H-S)

No issues with McMillan. I ordered mine on Jan 29 and it arrived at my local post office on May 5. I should mention that I ordered it through 24hr Campfire.
 
Well that's really unfortunate news, but thanks for sharing. I'm waiting on a B&C from Accuracy Innovations, which I ordered in March. I haven't heard anything from Jim, so I'll keep my fingers crossed.

These US export rules are getting so ridiculous.
 
hmmmm........I got a stock being made by Mcmillan..........hopefully this doesnt apply to them. I was wanting another B&C too :(

Contacted McMillan today, business as usual with them. They have no recent changes, and sent a shipment of stocks to Canada on Wednesday. My next one will be shipping in 2 weeks...:)

I will speculate a bit here and say the issue may be that B&C is not registered with the State Department for exports, as there is a substantial fee attached to the licensing.
 
Jim said that he was registered for this, and this is why if you want a B&C in Canada, you have to order through him.

It has to be the manufacturer that's registered, as well as the distributor or retailer. Jim may be registered, but AFAIK Bell & Carlson is not. He doesn't work for B&C, he's just a re-seller.

Same reason Brownell's can ship stuff, but only from the approved State Department list. A lot of companies don't bother registering for exports, as the costs to do so have sky-rocketed, and they still have enough orders in the US to keep them busy.

Registration

All manufacturers, exporters, and brokers of defense articles, defense services, or related technical data, as defined on the United States Munitions List (Part 121 of the ITAR) (PDF, 7MB), are required to register with DDTC. Registration is primarily a means to provide the U.S. Government with necessary information on who is involved in certain manufacturing and exporting activities. Registration does not confer any export rights or privileges, but is a precondition for the issuance of any license or other approval for export.

So buy a Wildcat Composite. Better stock anyway.

Well guys I'm in the same boat except I ordered a stock for a customer of mine. I did get an email from jim and this is it:

I regret to inform you that your stock as well as a number of others shipped to Canada after April 10th were sent to U.S. Customs by the Postal Service. They have improperly determined that the stocks, though for sporting rifles, are considered as a firearm part on the U.S. Munitions list which puts them in the same category as say a barrel or action would be for exporting.



I was not notified until the day before yesterday and since then I have been speaking with U.S. Customs and also the State Department to have them contact Customs and direct them to be shipped on to you. I sent an Administrative Relief Form to them when I received the first notice. Also a request for a ruling under the Commodity Jurisdiction Determination Application to the DDTC explaining that they are not covered by the U.S. Munitions List as they are specifically excluded from the list because they are considered a civilian item not a defense article.



I do not know how long this will take to receive an answer back but hope to have this taken care of in the next week. However, as I am sure you know, dealing with the Government can sometimes be a slow process. However, the person that I spoke with at the DDTC said he thought that they would be approved to ship.



I am sorry about the delay but I have no control over it at this point. I will keep you informed as to my progress.

So it doesn't seem to be a rule change but a mistake on USPS's part :(
 
I bought 2 B&C Medalist A-5's 2 weeks before Easter from Stocky's. It clearly states on the website that they cannot ship out of the US exactly for this reason so I had them shipped to a friend in Washington and they were brought back and GST paid at the border. It is important to understand that it is not illegal to import the stocks but it is illegal for these companies to export them.

You might want to drop a line to Clay at Prophet River to see if he can assist in importing these.....
 
I got an Email from Jim today. He said (as above) that he has a commodity request form in to the state and the request could take up to 60 days. My stocks won't be made at B&C until then anyway so I'm going to hold out and see what happens. Don't need them until hunting season really anyway.

I'm a bit lost here... if it's illegal for these companies to export B&C stocks without proper licensing and paperwork then why is is legal for you (or whomever transported them across the border) to export them without the same sort of conditions? Isn't this the same legal quandry as travelling to the US on vacation, buying some bullets (regulated components) and then bringing them into Canada? Technically the retailer has not exported the bullets, but you have now become the exporter and the onus is on you to make sure that you have the proper authorization. Most of us are aware that the issue is not with importing to Canada but rather exporting from the US.
 
I l,iked the old Medalists but the new ones suck.

I had problems with a tactical and 2 of the new Medalist stocks. Several phone calls, a couple of letters and multiple emails. Not a single response from B&C. Over 2 years have gone by now.
