Anybody else waiting for a stock from B&C *update post 74*

It isn't.

It is not legal for a Canadian to export them out of the USA. However, it is NOT ILLEGAL to import them. I hope that sentence makes sense.

To quote a Canadian Customs agent when I asked him, he said we can bring in scopes, reloading supplies (up to certain limits), parts other than actions with serial numbers when we cross. We just claim them and if over the limit, pay the GST. He warned me however, that if the US Customs have a check stop set up before the Cdn customs/border then there is a problem as you are indeed breaking the law exporting them.
 
This is my experience as well. I picked up a bunch of reloading supplies and muzzloader components recently in Syracuse and talked to the border guard coming back into Canada. She only gave me sh*t because I didn't have a note from my wife saying my youngest (who came along for the "adventure") was permitted to leave the country! Bullets and brass was fine!

I l,iked the old Medalists but the new ones suck.

I had problems with a tactical and 2 of the new Medalist stocks. Several phone calls, a couple of letters and multiple emails. Not a single response from B&C. Over 2 years have gone by now.

I have two new medalist stocks that I love. The fit and finish was really good and only needed minor inletting for the magnum barrel contour.

I was hoping to order some new B&C stocks for other rifles as well.

Guess i'll just wait and see what happens.
 
I ordered one in mid-April and am curious to know what's up here as well. I sent them an e-mail asking and will let you know what I'm told...

Here is want is going on. U.S Customs has determined that the sporting rifle stock that you have ordered cannot be mailed to you at this time. The stocks are still on order and are being built by Bell and Carlson but I have put a hold on them being shipped to me until I have an answer. U.S. Customs have in my opinion improperly determined that the stocks, though for sporting rifles, are considered as a "defense article" part on the U.S. Munitions list which puts them in the same category as say a barrel or action or a complete firearm would be for exporting.

I have been in contact with U.S. Customs and also with the State Department to have them contact Customs and hope to get them to allow the stocks to be shipped on to you. I sent an Administrative Relief Form to U.S. Customs when I received the first notice. Also a for a ruling under the Commodity Jurisdiction Determination Application to the DDTC was sent by me explaining that I do not believe they are not covered by the U.S. Munitions List as they are considered a civilian sporting goods item and not a defense article.

I am sorry about the delay but I have no control over it at this point. I will keep you informed as to my progress. If you have a friend or relative who lives in the U.S. and you would rather have it shipped to them, let me know. According to the U.S. Postal Service Index of Countries & Localities, Conditions for Mailing Prohibitions (130) sporting rifle stocks are not on the list of items prohibited from being imported into your Country it is only a problem for me, while I am waiting for a ruling on this matter, to ship them out of the U.S.

I do not know how long this will take to receive an answer back but hope to have this taken care of in the next few weeks. However, as I am sure you know, dealing with the Government can sometimes be a slow process. If you do not want to wait for a ruling and would rather cancel your order and have your card credited back let me know and I will do so.

I don't care if it's legal on Sesame Street. You cannot do what is being done legally.

This issue has never been about Canadian Customs. It's the US laws that are being broken, and while you're in the US, they are the law. I'd rather not chance a US criminal record over some loading supplies or a stock...

Easy. You cannot legally take a stock, scope, ammo or other restricted items out of the US without the proper export permits. This includes you or any other Canadian or American person driving or mailing it into Canada.

In the case of ammo, you are not even allowed to have it in your possession in the US...(up to 10 years in prison and/or a $25000 fine). Only exception is if you are hunting in the US, and you can't bring the ammo back after the hunt.
 
Thanks Blargon. I understand what you are saying, I was asking for an explanation of what: "You cannot do what is being done legally." means. That sentence does not make any sense to me.

Chuck meant you cannot do this (what is being done) legally...And your friend could have landed in prison for it...

I had them shipped to a friend in Washington and they were brought back and GST paid at the border.
 
I just got off the phone with Canada Customs, told them the situation. Asked them if they had a problem with me getting my stock shipped to a US address, picking it up and driving it across the border into canada. The Agent had no problems with it. Said All i needed was My PAL.
Also Called Jim at AI and he had no problem with it either. Just have to declare the stock and probably pay some duty on it. I''ll Let you know how it goes. I ordered the stock on March 23 so it should be shipped in a few weeks.

Well, at least you already know you're breaking US law before you go. Its not the Washington Police you have to worry about, its the US State Dept and US Customs that enforce these laws...

FWIW, its a possible 10 year prison sentence and $25000 fine for exporting restricted items without permits. Good luck!:p

Please don't be foolish... we all know how absurd these regulations are, but do you really think it's worth risking your freedom over a stock? Be very wary of any advice you get from Joe Officer --- the laws are so convoluted that *you* really need to be the one looking after yourself and making sure you're on the right side of the law.

Just some friendly advice...
 
those are the kind of responses I was hoping for... It did seem too easy...I'll make some more calls and see where that leads me. I realize that its only a stock and that it's not worth doing anything illegal for. I'll make a call to the US state Dept and see what they have to say. Thanks guys.
 
I called this week. It might not be till the end of July before he gets it straightened out and stocks can come north again.

I asked for a refund and will re-order later.

Gutpile, consider in the advice you got from the CBSA agent, that you need your PAL for the stock.... That alone demonstrates the lack of knowledge on the subject which the person you were speaking to has. Be careful.
