It's Belgian and they can be really tough to pin down the manufacturer. At least the proof marking will verify the age of it.
I wouldn't waste to much time struggling with the search for the manufacturer, the proof marking is enough to establish age.
You quite likely won't be able to figure out who built it.

unlike the laws that are poorly written down my little brother could do a better job but that chart is a good summary of whats written down

It's a Belgian made revolver according to the ELG prrof mark. Belgin makers of the time ranged in quality from poor to very good. There were literally hundreds of belgian makers back at that time and unless you can find some maker's marks you probably never will know who made it, except that it probably is not a real "Schofield".
