I'm baffled by these ontario regs... I just wanna shoot some damn steel. We have bunkered steel targets at the club but they're usually in a state of poor repair, and they're also set up in a limited way for 'fun' shooting.

What passes for a shroud anyway?

In BC the most common "shroud" is mine conveyor belt.
 
Interesting. If you have any pics post them please. I'm trying to figure out how to build some in an efficient manner to make them easy to move and store.

Ours are not portable. The stuff is a pain to move and manipulate and usually takes 2 guys to get in position. I have seen smaller steel hung inside an old tire that acted as the shroud that were portable.

I made some with the frame and shroud as one. That fits in our target racks. I believe min is 1/2" recommended is 3/4" plywood, you can use belting to protect the wood.

I was told I needed a bottom piece as it didnt go all the way to the bottom. Which there is a redux model, just no pics.

I wish there was a way that I could just use a box.

One I use at 25yards for my pistol gong. I just leave the box at the club, same with the other stand minus my gong. I did ask them first.

No photos, but...

Plate mounted on a 2x2 set in a crow's foot base.
Shroud is a 3 sided box. Sides and top made of rough 2-by lumber.
Awkward and heavy to move around.

Ask your club what they want. That is what I did with mine.

I used to use a 3 sided box, with 2x10s. That I hung my gong from some fire hose and a u bolt. But they changed the ground berms and could only be used at 25, no longer at 100. So why I made the one that slid in the base. Its awkward, I'm thinking making a axle with mower wheels to help me drag it from where I store it to the stand.

I'd go back to the 2x10 one if there was a way to set it up at 100
 
I designed shrouds for our club and the CFO loved them. Next time I’m up at the range I’ll get some pics. 5 piece knockdown (tab & slot) lined with belting. Easy to set up and tear down.
 
I like to use 2"x6" and a hinge at the top. A simple A frame.
Make them 5 or 6 ft tall and the cutoffs at 2 or 3 ft make a good base to keep them upright.

Folds flat, easy to carry, counts as a shroud. Replace as necessary.
May not apply to your situation but for individual poppers or for hanging plates I like them.
