I have about 200 S&B in 7.62 X 54R and I can't get the neck tight enough, I have tried FL and neck size but still the bullet is loose enough to turn or you can tap the bullet in further by tapping it on the table.
Yes, 0.311 Pro Hunters, not 0.308
That's odd... can't say I've had that problem. Have you checked the diameter of the neck sizing/decapper pin?
As for S&B brass, I usually don't bother reloading them at all. I've noticed a good number of off-centre primer holes which cause de-capping problems. The brass itself I find to be too brittle. I was getting head case seperations after a single reloading with my .303 brass, about 80% showed immenent seperation issues as well.
My 7.62x54r rounds are holding up rather well however. YMMV.
