Anyone know much about C.I.L. rifles?

A buddy bought a used C.I.L model 927C in .270. We are wondering who made this rifle. I have done a little digging and found that Savage made a lot of these guns, but the cross reference tables I have found don't have model 927C listed. Is anyone familiar with these, and this model in particular? Any help would be great. Thanks in advance.
 
a lot of the cil stuff was either cooey or re-branded savage- just had an odd model number and the cil stamp put on- es[ the later stuff- back about 70-75 or so
 
Quite a few good companies made firearms for CIL designation. In 22s, Anschutz comes to mind.
