I don't know if this helps but our local Canadian Tire (I'm not in ON/GTA) carries a ton of Hodgdon powders - so maybe it's worth a check if yours carries firearms? Ours has a rather large selection and its own firearm/ammo counter - which is admittedly rare.
But I was there today and they're selling 4350 for $125/lb which seems pricy, until you consider the additional cost of shipping (and availability) if you can't find it at other places locally.

The odd thing is that Canadian Tire is increasingly sheepish about firearms-related products, often relying on google results because, unless I'm mistaken, their online store has a number of firearm-related links hidden. They list 4350 as "discontinued at stores in my area" but there it is, in my local store.

I have a little over an ounce (438 gr.) of IMR4350 which is yours for the taking if you want to pick 'er up.

If IMR is a suitable substitute for you, and you consider Waterloo to be within the GTA, then Shooters Choice has some.

I just discovered the same issue in Calgary. I am hunting for some H4350 to do a batch of reloads, and i can't find any...

I have enough to go my hunting rounds this fall, but after that...
