Looks like low capacity decon kit. Probably sprays a decon foam.

Note the bio-hazard patches on their sleeves. The "guns" look like some kind of spraying devices. The butt-stock looking end could be the nozzle while the bobbin could be a can that gets stuck in the pipe.
