The bobbin does have cord on it. If you look closely green cord runs off the bobbin to a silver carabiner that is hooked on to the black curved rod that is mounted to the stock(??) close to their left hand. Might be used for stringing cables. That or it may be the largest Popiels Pocket Stitcher I have ever seen.

I did some searching and found out that its called a Sanijetgun. Used in decontamination process. Its the Italian "NBC Defense Regiment", "The nuclear defence Regiment Biological and Chemical (NBC) ".
