Anyone know where to find a Ruger offset ring?

Just bought a used Ruger M77 mkII. The scope is too far forward. Before I start thinking about reducing the LOP I want to try an offset ring on the front. But I can't find any in stock in Canada, searched like 30 different stores yesterday, found lots of rings, but no in stock offset rings. Bonus points if you can also find a high regular ring in stock at the same location so I don't have to pay shipping twice (current setup is low front/med rear).

1" or 30mm? I ordered a couple sets of the Leupold ones last year. I could find the Rugers either. I do have an extra set of 30mm.

Both the scope that came on it and the extra scope I have on the shelf are 1" tubes.
I was hoping for something in stock now, rather than have to wait on a distributor, but I'll explore that option if i can't find one in stock anywhere.

Sadly Blackstone says they only ship in the US. Optics Planet ships internationally though, so I'll have to consider them if I can't find anything domestically.

I guess that brings up another question, are scope rings ITAR? Could I order them to a shipping service stateside and drive them across myself? I obviously don't want to do anything illegal over a scope ring, but that's a potentially affordable way to go - $30usd is a lot cheaper than most of the Canadian sources I've seen.

I have one of the exact same mounts. It works very well. And allows for alot more mounting options.

I have seen that option. I like my scope mounted as low as possible, hence why I want to stick with the Ruger rings if at all possible, but I could explore that option again in the future if can't get the scope far enough back with an offset ring.
 
Found some Leupolds on clearance at Sail. They're high rings though so I'm not sure if I'll be happy with them. Still looking for a source for medium height offset ring in case these Leupolds are too tall for my liking.

You can search eBay for these - not restricted to ship and a lot of good deals there too!
