Your not getting it, a good machinist could make anything work. If you have the tech/materials and machinery to "join" these two parts together then you could just make your own gun and it would be alot less work than making a Swiss lower/AR upper abortion.

Its not like you found a loophole in the law that would allow you to legally own a modern semi auto centerfire cartridge rifle that does not require registration. If you want that you'll have to break the law, or (minus the semi auto) you can get an antique.
Wow, thats unbelievable! I had no idea a Swiss Arms/Sig upper was considered a firearm. What about the uppers on the FAMAE SAF, FN FS2000 and B&T TP9? What about the upper slide portion of a handgun? This is absolutely mind bogeling!
It would be easier to buy an 80% stripped lower and parts. The point is, once the parts become a firearm, it must be registered. I've always thought a registered firearm's foundation and registration requirement laid with a greater than 80% completed receiver.
