Anyone sell an offset AR buffer retainer?

Well it's definitely making contact but it doesn't look too bad. Not much you can do about it. Out of spec lower or BCG. If it scares you just take it out and remember to be gentle when you open it up.

Outside of the Spike's buffer, and the DD LPK the whole gun is Colt Canada, being out of spec isn't really a concern of mine. Granted I did let a buddy use his upper on it for about 100 rounds. I suppose it could be his BCG or upper that are out of spec. I do wonder if the finish is just getting chipped from me constantly taking the uppers off the lower as I don't store the gun assembled.

Not noticeably. It feels about the same as the area where the logo is etched into the face of the buffer. Don't know why I hadn't thought of it before but I suspect that you're right about the poor adhesion of the anodizing. It probably just got chipped off from repeated installation and removal of the uppers.

Rotate it to another part of the buffer before shooting next time.
 
Give the guys at Tier One Armoury in Edmonton a call, they're very helpful and can source just about anything AR if you give them a little time to track one down.
