Looking for retailers in Canada who sell rifle actions separately, whether it be rem 700, Savage, Surgeon, or Nesika actions. Just wondering where to look if I'm in the need for an action, instead of buying a whole rifle then parting it out.
Anyone specialize in just selling rifle actions?

Most gun manufacturers do not offer their mass produced actions for sale... the price difference and liability does not make it worth while ...
Custom actions are sold by a few dealers in Canada, Robertson Composites and Alberta Tactical Rifle are two...

Epps will sell you a Savage precision action if you are looking for a single shot. Otherwise buying a Stevens would be the best bet. That is if you are looking for a Savage action.
I have a precision action in the repeater model and love it. I think Savage would be smart to offer this also for those wanting to build a nice precision hunting rig.

V-Bull precision sell Surgeon, Robertson Composites sells Stiller and Barnard, Alberta Tactical now makes an action or can get most of the BR style actions out of the US, But for the US price of these actions, I would look at the EE. There were several custom rigs for sale and you couldn't import the action for what the whole rifles are selling.
There is Prairie Gun Works that sells their own action, or as you say, just part-out and accurize a sporter action.

You would think there would be more shops/smiths that have "parts" like these... but I guess with the variety of actions (calibers) out there, it just isn't common. Would be nice if someone could just carry Savage, Rem and Sako actions in all flavors... but this is Canada I guess...

I stock a few Nesika actions, but with the hassles of exporting them now, have decided to make our own. Ours , like the Nesika will not be cheap however.

You won't see this in the US either as Remington, Sako and for the most Savage won't sell just actions. We used to be able to buy actions but then some kid with a BA in economics was hired by the gun manufacturers and they decided he was right, you make more profit selling the whole gun than just the action.
The same has happened with reloading components, profit in ammo is far higher than components at the makers level.
Given how "thrifty" the majority of the Canadain gun culture is, to tie up many thousands of dollars in inventory to stock a large and varied supply of custom (spelled EXPENSIVE) actions would only mean either the prices would have to be inflated much more, as inventory sitting on a shelf costs money, or the shop would be out of business in short order.
The 1 word that is in 99.5% of all threads on this forum is "cheap" and custom actions are not cheap, so the number of dealer who can afford to stock many are few..
