While I typically use either IMR or H4198 for plinking with 7.62x39, CFE BLK loaded at the end of the table (in my case 28.5 GR @ 2.190 COL) is by far the spiciest and I'd think the most suitable for hunting inside 200 yards. Given that it's a ball powder, you can cram more in (28.5 GR of CFE BLK isn't compacted but 25.5 GR of H4198 is getting close). I typically put a Hornady 123 GR SST on top of that mix. Accuracy is slightly less than the 4198 loads, but very acceptable (~2 MOA with my Ruger American Ranch) with approximately 100 FPS higher muzzle velocity.
Bonus Tip: Winchester White Box 123 GR FMJ "Target" ammo has small rifle primers. Makes the 7.62x39 so much more fun to reload when the primers are comparatively cheap and easy to find.
I realize I'm bumping my own post, but I thought I'd give an update on this.
I got back out this past weekend and had a chance to do a bit more testing. I might have been having a bad day last time I shot the CFE-BLK loads or it could be my previous scope; but this past weekend I mounted a Viper PST 4-15 and stretched out to 200 yards:
