That isn't what he was saying. They were manufactured that way, and classified as restricted "handguns".
If you cut your own barrel and stock that short you certainly create a prohib. Don't do it.
For the original poster, there are other relatively short double barreled shotguns available, but no others with a 12" barrel. Baikal makes a nice quality sxs with a 20" barrel.
yep Kodiak has it right. One of thre idiosyncracies of the law that you can buy a short barrelled or under 26" barrelled shotgun, or take an existing one and swap in short barrels or pistol grips made that way by a manufacturer and you're OK ( you may create a restricted depending on overall length etc), but if you do the cutting yourself you create a prohibited weapon.
We're still better off than in the US where a short barrelled shotgun ( under 18" i believe) is considered a class 3 item same as a full auto firearm and you need a special permit to own one. So in a way Canada has become a leader in short shotguns.
