Negative, the change from 1/12 to all the way to 1/7 was done to stabilize the long M856 tracer round.

I do not know were you got that info but this is false...

I believe the 1/7 was adopted before M856 tracer, but my understanding is they settled on the 1/7 knowing it would be required to stabilize longer rounds like the M856 tracer.
