AR 15 Build reg help

I just bought a stripped lower and it will be getting a 14.5" upper on it, when do I call the CFC to have it registered as a 14.5 insted of just a lower . Also dose it need to verified?
 
When you go from a fame to a full gun, it has to be verified. This is so the certificate can be changed. This is what I had to do when I built my AR from the frame up. I just took it to a verifier, he measured the barrel, then said "yep, it's a firearm" and called CFC. Using his number, he faxed a copy of the paperwork to them and within a few weeks I had a new certificate. There is the "notify us of any change within 30 days" rule, but some will advise against it as it lies in a grey area of the law.

then after all the verifier and paperwork bullsh!t, you can expect a new registration anywhere from 2 weeks to several years.

been over two years waiting for my lower to get the papers. but while i've been waiting it has gone from 24 inches, to 10.5, to 11, to 16 inches. maybe i'll even set it up for 4 inches and 9mm too. :)

It is no problemo taking it to the range with 'frame/receiver only' on the reg cert?

I am at 3 years waiting time to hear back from the CFC on my written request to have my AR Frame only re-done as a complete rifle.

I have basically given up.

I just store my ARs without an upper attached, and make sure I remove the an upper before 30 days is up!!!;)

Couldn't be bothered to have it re-registered only to swap uppers later on down the road.
