ar-15 or any restricted cutting down barrel

Is there anything in the law or regulations that states that only a licenced manufacturer or gunsmith can make a finished barrel from a blank?

As per the subject of the thread which you and I have been through before regarding manufacturing a barrel for a rifle or shotgun under 18".
 
Thanks sorry is there something in writing about machining blanks just can't find anything, once sorry to keep asking I can't find anything on the RCMP site.
 
Legally, you can make a restricted length barrel from a blank (cut the chamber last).

However, 'the man' wants you to inform them of it. Primarily because they have a list of manufacturers who make restricted length barrels.

So if they know a certain manufacturer makes certain length barrels, and you register/transfer a gun with 'that manufacturers' barrel with an irregular barrel length, they will think you cut it to said irregular length.

Conversely, if you make your own restricted length barrel (let's say it's a non standard length because otherwise no one would realistically ever know the difference) and for whatever reason it comes to the attention of 'the man', they may have some pointed questions for you as to how it became the length it is, and they may or may not believe you cut down an existing barrel.
