Unless you have a registered stripped lower as your only AR, it will be a stretch to have a cop at the door believe you don't have an upper.
If you declared it and are hoping for money give it a try. The upper by itself is a prohibited device.
While there is really no record of how many uppers are in the wind the cops will assume at least one per lower.
If this liberal crap had not come along I would have had a 300 Blackout upper for one of my AR's by now which would not have been mentioned when they came to collect the pieces after my late October phone call.
Still holding on to the dream but if it the bad happens they will not get any parts big enough to assemble a rifle.

The upper receiver itself has been declared a prohibited device. However they don't know you have it ... so the choice is yours to admit to it or destroy the thing.
Note: You don't have to turn anything in but you do have to at least destroy the receivers you choose not to turn in. You do not have to prove you destroyed the receivers but it would be bad to claim you destroyed something you did not destroy.
What the authorities THINK or ASSUME or even GUESS is entirely and completely IRRELEVANT. The only thing that maters at all is what they can PROVE.
People seem to have no understanding of the relevance of a lower being registered as "stripped". It doesn't mean anything except you have to tell them if that status changes. That a receiver is not registered as stripped, doesn't mean it can't be stripped and it most certainly doesn't mean you have to turn in anything except a stripped lower.

Your post makes no sense. We had 2 days warning of the ar ban. Thanks to a poster on this site.
There was no “lead up to the ban”. Maybe a few hundred were bought online in those 2 days. I bought 2 blank lower receivers for $100 each the day before. But have no uppers so they are paperweights.
Maybe you are confused with the handgun ban…. Which took about 6 months. And Likly had 5-6 figure sales durring that rush.
