AR barrel shape

Can anyone explain why there is a short section with a narrow diameter half way down most AR barrels?
What is the purpose of this? Why not have a consistent barrel diameter all the way down the full length?

...but why do most barrels manufactured/sold to civilians still have this cut into them?
seems like an unnecessary step that we're likely charged for, and would weaken the barrel integrity somewhat.
 
They've been torture tested for over 30 years. It doesn't weaken anything. As far as heavier would be cheaper, the A2 govt profile was about half that of a heavy barrel when I was buying parts. Because they were the most numerous. Think about it, supply and demand---- and the govt. is turning out these things by the hundreds of thousands.... then you want something different---- which one is going to cost more? They also balance a heck of alot better and shave about 1 1/2 to 2 lbs off the rifle.
 
Actually there was an interview with a faxon employee about AR barrels. The government profile barrels were originally a knee jerk reaction to original pencil barrels bending when used as a tool. Their logic was to increase diameter where the bending occurred. What the end result was is actually just a change in location of bending further back. As far as logic behind people using it for civilian firearms. He highly recommended other profiles that are admittedly better, unless your build it trying to resemble a military version.

Correct, it is a terrible design feature for civilian use. Some people buy guns based on image. Barrel manufacturer Faxon has done two interviews on barrels covering many topics, one of them is AR15 barrel profiles. Here's the video:
