You should be allowed to drill-out the rivet, and immediately place a rivet at the proper location to allow only five rounds.

You are. Take the baseplate off to turn the mag into parts. now drill out the rivet. Make a new hole, insert a new rivet, test with the baseplate off, and re-assemble.
At no time do you have a prohibited device in your hands.
How else can you repair/clean/etc your mag?

but remember you should place the new rivet before you remove the old rivet because the prohib cops will be waiting for that slight gap in your timeline when your mag is actually a lethal weapon of war that will be responsible for killing millions and misleading many more. !!!!!! RUN !!!!!
Maybe you were joking... but if not, that's why you take the baseplate off. Then you don't have a prohibited device or a device at all, just parts. You don't need the new rivet before the old.
