I'm looking for a 1-4x optic to use on my AR for 3 gun and cqb shooting/matches. I am looking to stay under $500 including taxes/shipping and mount (looking at the Burris PEPR or Vortex ADR).

I had pretty much decided on the Bushnell AR 1-4x PCL with throw down lever or the vortex crossfire II illuminated 1-4x but I cannot find either in stock anywhere. Any other suggestions that are similar in price? My other plan was to grab the vortex spitfire 3x but I think I am going to end up hating it for close up shooting.

I was in the market for an AR style optic last week and looked through everything from Vortex, Bushnell, Burris, Millet and for under $300 I chose Bushnell AR 1-4x PCL with throw down lever. I would have preferd the Vortex PST 1-4 but it was $600 and my budget was $400. The Glass is very clear, its a robust scope that feels solid. The reticle is nice and what sold me was the throw lever. I have always had issues in the winter turning a scope ring with mits when a coyote gets in close..this seems to be a nice solution. Id also consider Sightron, had my local dealer stocked them I think Id buy them, heard good stuff about them.

It's too bad you are in a PST scam province or you would be a lot closer to your budget.
You can spend $100 more than you initially wanted and be happy with your optic or you can cheap out and end up replacing it down the road with something more expensive. Optics are not a great place to cut corners. You get what you pay for 99% of the time.
It's going to be really hard to find an optic with the features the Hi-Lux has for anywhere near that price. I found you needed to go up to close to $1000 to get zero-stop, illumination, BDC reticle etc. The Hi-Lux has all those things for $400 and the glass is surprisingly clear. Maybe shop for a different mount to save a little money, Questar has a few cantilever mounts for under $100. You don't need quick detach even though it's nice to have which can save you some coin.
If I were doing it again I would have spent twice as much and bought the Sightron SIII 1-7x24, but that's just me.
 
I just found the bushnell throw down at my local shop yesterday. Last one. 299$
Impulse bought it, as it is sold out everywhere.

Haven't mounted it but it does seem fairly good. Nice glass. Sturdy.

I haven't been overly impressed with Bushnell glass clarity the last few years but they do have one of the best warranty programs out there.
I had a scope replaced, cost me shipping and got a brand new one in the mail a few weeks later. Hard to argue with that kind of service.
 
$500 is already more than I "wanted" and initally planned on spending. Going up to $600 isn't out of the question, I'm looking for the best bang for my buck in that price range. I mainly shoot for fun and the matches I do shoot in are usually fun and mainly to challenge myself.
 
Have you considered the Vortex 3x Spitfire prism scope? It is not a zoom, but a constant 3x optic that works great on an AR.
 
You just missed the IRUN deal on the Burris 1-4 with PEPR Mount AND a Fastfire 3 for $500.
Give them a shout. Maybe they will restock. Unbeatable deal. I wish I bought more than 1.
