AR Registered as a Frame/Reciever Only

Gentleman,

I recently bought another AR from the board. It is a fully functioning DPMS Kitty Kat. When the transfer was complete the paperwork comes in as it being a Frame/Reciever Only.

What are the disadvantages/advantages of this?

Should I change it?

from what i understood (im in the same boat) is that once you have an upper attached to it for a certain amount of time (30 days is what i heard) you have to re-register it as a complete rifle. That said, how are they going to know how long its been together? and if you remove the upper for an hour...does the 30 days reset?

id leave it as just a frame so you can buy 2, 3 or even 4 different uppers with different barrel lengths, and not have to worry about registering 4 different guns!

i dont think its a big deal/im doing anything wrong. if i am though, other members let me know! lol

From what registration certs state as Standard Conditions, you don't need to report a barrel length change as I understand it. The receiver is a restricted firearm. Full stop.

The RCMP states the only reasons you must report a change to the Registrar within 30 days are for the following:

Any mod to the firearm that affects its classification
Any mod that results in the firearm ceasing to be a firearm
Any change to a frame or receiver that allows it to discharge ammunition
Any mod to the type, action, calibre or gauge of the firearm
Any mod to an altered automatic firearm.

That's it!

I don't see anything that indicates we should report a barrel change, or length of barrel.

What I do see contradictory in some ways that leads some to believe otherwise is that they state a barrel length on some of my AR certs, others just state frame only.
They probably fill in the barrel length box simply because it's there. In the big picture, I doubt they care what the length of a barrel you have on your AR. It just doesn't matter.
Removing and flipping around uppers every 30 days seems very 5 year old to me. I think you're really not fooling anyone, but yourself.

You can call it in to 1-800-731-4000, ask for the verification people, they'll want the new barrel length, etc, and should issue a new cert. Or, they might say thank-you and it's the last you'll ever hear of it. (I kid registry readers!:))

One of my rifles may have been in the safe with no upper attached to it for over 30 days. :eek:
