Go fight in court your: "of such strength, construction and nature that it cannot readily be broken open or into" with a cloth mesh cordura that can be open with a pair of scissor or a pocket knife. Also if you search you should be able to find ( I guess) a case that happen to a guy at my rage. I was told the story by the range owner, ugly scene the guy was crying and got arrested for this reason.
