Hey guys, I just ordered a new Spikes Tactical lower and was wondering if I had to let the RCMP know that I've swapped out my lower? Since my current lower has a serial number on it.

You're required too tell them within 30 days of any changes. I'd do it sooner, if you went out with these items and they have changed from what's on the cert, you might find yourself in jail.

They may ask for a verifier to check that you've done what you say has been done.

It's entirely a waste of time, but you have to do it.

Cool, do they have their PAL as well? Or can it be anyone?

No it doesn't. The RCMP can verifiy it over the phone. I have done it more than a few times after building AR 15 and AR 10 lowers from scratch. I have also registered a previously un registered Luger through them. All verified over the phone

So if I build a stripped lower and put an upper on it I have to call the CFC and tell them what the new status of the lower is? That is news to me.

Yes and call them every time you seperate the upper/lower for cleaning maintenance etc... They love that.

I don't exactly understand what you are saying but each lower is a registered firearm in and of itself.

You don't "swap out" lowers. Because the lower is the gun, thus you can swap out all the other parts but not the lower.

I don't think we are talking about the same thing, The verification process I am referring to is when you modified you firearm that will change the firearm's classification, that will need a register smith to verify it is done legally and they will have to write and submit a report.

Swapping out a AR lower is just an update to your certificate not a classification change, there shouldn't be any need for a third party verification, all CFC will do is ask you what caliber and barrel length the upper is , so they make sure your new AR serial number is listed under the proper FRT number.

It'd be nice if that's all they asked (and for previous builds that's what it was) however,...my last build the crazy french accented lady asked me barrel manufacturer, make of lower parts kit...she wanted to look those up in the FRT. I asked for a firearms technician as she was just plain nuts. She ended up "disconnecting" on me but I still got the right cert. Good times.
 
Hey Guys, so just to make a quick update. I had spoken with the CFC today to ask them what's the process. And she said that it can be done over the phone. And what they do is just change the status of the new one, from a bare receiver to a full rifle, and the old one from a full rifle to a bare receiver. And because I'm just taking the upper off and putting it on the new receiver, not swapping it with anything else, I won't have to get it verified.
 
So, if you have two uppers do you need to change the registration every time you swap them onto your lower?

I think they really only look at barrel length, overall length and calibre, so in theory if anyone of those things changes then you're supposed to notify the CFC. I guess, they don't apply to conversion kits, since it's not a permanent change in status. But say if you were changing from a 16.5" to a 20" barrel, then you'll have to notify the CFC. It says so on your registration.

Also, as a confirmation (although I'm pretty sure almost everyone else knew) it is the lower receiver that is registered to you as a firearm and not the complete package. They had asked me what I was planning on doing with the 2nd lower receiver I had. I told them I'd probably keep it for a custom build later on, and they said they'll just change the status to a bare receiver (or something like that).
