Try checking with Brownells. They may have what you are looking for, and if there are no restrictions, they can export. Also, IRUNGUNS might be able to help. Check with Wolverine supplies too, I think they are the importer for MI.
 
I bought the 7" MI rail from Brownells, Other than filling out a End User Declaration it was just like buying at any other Canadian online store, it only took a couple of weeks to show up at my door.
 
Mi rails are good to go at Brownells. Dont buy direct, they will just cancel your order and charge you restocking fee
