If you get a new upper reciever for your AR-15 do you register it? Or do you just register the lower reciever?

I think this is the only thing you have to register
It says on the registration form you must notify the CFC if you make any changes to a gun that changes the classification. So technically you can swap uppers at will. However, on the certy card itself it gives the barrel length.
I don't know what would happen if they did an inspection and found an 11'5" barrel when the cert card says otherwise.
It's been a year since I sent a registered letter informing the CFC I was going from 16" to 20". Never heard a thing. I am planning to go back to 16" so I guess I'm okay. Right now I have NO upper!

The "stripped" receiver as pictured would be (should be) registered as a "Receiver Only" meaning it is not capable (in that form) of firing a shot... in fact in that form it has no caliber, no barrel length, etc.. Even when we import complete lowers we still register them as "Receiver Only" since they have no barrel and are not capable of firing in that state. Only once an upper has been mated to them do we change their registration to a completed firearm, and at that point they are given a caliber and a barrel length.
