Are all these 7.62 x 39 rifle barrels .308

That's a very broad question.

Which new barrels are you wondering about???

Some are, some aren't.

Check out the manufacturers of the rifles/barrels online, if you want to know for sure.
 
I made a heavy barreled rifle in 7.62x39 for the express purpose of ammo testing. I used an old 308 barrel.

It shoots both diameter bullets very well. The only limitation is that the hard military primers would not fire until I installed a heavier firing pin spring.

I seem to recall that when Ruger first announced the Mini30, they made a point of extolling the benefits of using a .308 barrel for ease of reloading...and then after a few years they switched over to .311 because people wanted to use surplus. I don't know if it was because of a real safety issue caused by using .311 in a .308 bore, or if it was just a marketing thing because people thought it would be an issue.

I have an American in 7.62x39 and I'm embarrassed to admit that I don't even know the bore size, even though I shoot it a lot (almost all surplus). I'm about as likely to reload that cartridge as I am to take up unicycle riding...:)
 
I’ve had marginal luck getting a 7.62x39 bolt action to shoot accurately. I’ve thought it would be good 6ppc starting point with a cut and rechambered 243 take off barrel.

The .308 vs .311 is entirely a non-issue, and those complainers are clueless. A .003 difference in bullet diameter won't cause any problems in normal bullets. Not sure how a solid would fare.
 
I've got a Norinco 7.62x39 bolt action (JW103?) that has a .317 bore.
I don't have a bullet mold in that large of a diameter, so I've taken to paper patching boolits for it.
Accuracy is mediocre so far, but I haven't really sat down and really tried to see what it can do.
My molds are all in the 113 grain weight and then they jump to 180 grain.
I should pick up a 150 grain mold, as my 303 seems to prefer that weight in jacketed.
