To be legal, the export must be done by a registered exporter and the export must be reported (at least). In some cases, an export permit may be required; if an export permit is required, an International Import Certificate and/or an import permit may be required, along with other documents. If the exporter is not a registered exporter, or if the export is not declared, that would pose a problem. if the exporter is a registered exporter, and the exporter complied with all applicable export requirements, and the package was shipped, and the package has not been lost or stolen, you can expect that CBP/CBSA will eventually release it for delivery.
Are you certain that it was shipped? Are you certain that it is in the custody of CBP/CBSA?
If Zev "...sent the replacement part, no problem..." then Zev should have the tracking number. Do you have the tracking number?
