Are these bore gauges?

Are these bore gauges? they came in a box of shotshell loaders I recently bought.

Were they tough to get onto a spent shell?

My guess would be resizer.

No they just slip over, not tight at all.

They look like a sizer die to me too, try them on 12 and 16 guage. A new shell should slip in and out, a fired case, it should squeeze down the case head. If they aren't a sizing die I don't have any other idea for you.

Not a bore gauge (it would have to fit into the bore to measure it, eh) but possibly a gauge to check that the base diameter of the hull was still fit to be used, either without sizing, or after sizing.

Not going to apply any pressure on those, with only knurling to grip them by, so I would suspect they were of that nature (inspection tools, rather than sizing tools).
