Are those british proofmark?

The one on the barrel look really similar to the one a mint dutch mannlicher has on the EE. Thus why i think these are british . but i dont know much about british marking so If someone has any idea what they mean id like to hear it. Thanks

Just before the 9M/M on its side is an arm bent with a sword with NP under it. Again London Proof house Nitro Proof.
