How so? The firearm is or was not a restricted item; there is no "transfer" to be approved, merely a PAL verification, which does not include any information about the firearm or other item in question. If the buyer's PAL is valid, it will be confirmed as such, and that's the end of it.The "unknowing" buyer will not be able to take possession - transfer will not be approved.
