Arisaka feeding problem

I finally got all the equipments to reload ammo for my Arisaka type 38 (first time reloading). Along my reload I made a "dummy" cartridge to play with the action of the rifle, when I put the cartridge in the magazine and pushed on the bolt it would not close, the tip of the bullet hit the side of the chamber. At first I tought I had made the cartridge too short so I made another dummy with the exact lenght recommanded but it did the same. I can load the cartridge with my thumb and the bolt close correctly and it extract when I open it. I'm thinking maybe arisaka's don't like soft point, I used 139gr prvi spbt or there is something wrong with the magazine. I remarked that the follower seem to get higher that the feeding ramp. I hope someone can help me. I can provide pictures of the action if nessesary.
 
Did you cycle it sharply? Might not seem the best way to fondle a gem, but these are designed to by cycled authoritatively.

If that fails to produce happiness, make certain your follower is moving freely. It should press the round high enough to get collected by the bolt. Blocking the bolt when empty. (You should have to press your follower down to close the bolt on an empty rifle). The path the round takes is all internal, and protected so unlikely (but not impossible) that it's troubled.

If in doubt, posting a picture of the jammed round (in position) might help.

I tried closing the bolt fast but it just damaged the tip of the bullet. I took some pictures and a video maybe it will help. The first picture show the round in the magazine, the second show where the bolt stop, the third show the tip of the bullet hitting the side of the chamber.

Bullets sticking out of the case quite a bit. What overall length have you set your seating die for?
Wondering if it is too long and prevents the round from exiting the mag when it contacts the chamber face.
Mind if I ask bullet weight, which powder and charge in grains?

Like I said it's my first time reloading, I looked on the internet for loading information. My reload are 2.8 inch, the case meet the crimping groove at this lenght. On the pictures is the longer dummy I made (3 inch) when I tough my cartridge where too short, the ones at 2.8 do the same thing. I used prvi brass and 139gr prvi spbt with 32 gr of imr 4064. Maybe a real cartridge with powder and primer will load correctly or I'll have to use bullets with a sharp tip. When I got time to go to the range I'll load these one a a time. I'll check the lip like 577/450 said.
 
Well I think I fixed the problem, can't believe I did not try to load more that one round at a time before. When I loaded my two dummy the first one chambered fine while the second jammed. I found out that the follower was getting too high on the last round because there was no more round to hold it at the right height. I discovered that one side of the follower can be wedged under the magazine well preventing it from getting too high on the last round. Now all round chamber fine.
