Notice the velocity loss curve gets steeper below 19" or 20". And that 24" is *probably* the best barrel length for the 30-06... maybe the designers knew something...

Barsness also appears to be unaware that Sharpe's data was published in 1950 as per the articles you posted.
 
I believe that the first article was published in the 1950's. Times have changed, hence, and will continue to change. New reloading components have enhanced velocity, accuracy, and bullet flight. I'll remain with my own personal experiences with longer barrels, velocity really kills quicker.
 
I wonder when the last NRA convention was held in "Frisco"?
